    Special Education Grants to States: level funded
    Family Caregiver Services: $38 million cut
    University Centers on Developmental Disabilities: $8 million cut
    State Councils on Developmental Disabilities: $20 million cut
    Developmental Disabilities Protection & Advocacy: $2 million cut
    Independent Living: $8 million cut
    Projects of National significance in DD: $11 million cut
    Autism and other Developmental Disabilities (including Leadership Education in Neurodevelopmental Disabilities): eliminated
    Paralysis Resource Center: eliminated
    Limb Loss Resource Center: eliminated
    CDC Epilepsy program: eliminated
    CDC Birth Defects, Developmental Disabilities, and Health: $44 million cut
    Family-to-Family Health Information Centers: eliminated
    Universal Newborn Hearing Screening: eliminated

    He doesn't even get into his specific thesis about Russian aggression, there. I find the Trump thing much, much scarier in the context of a Russia that deliberately creates an isolationist US/neutered NATO in order to expand for solid economic and geopolitical reasons.
