I've never heard of programmers notepad, but notepad++ is well known and used.
But yes, windows notepad will open just about any file.
Something like "programmers" notepad will be a lot better and is free

I do my development on a Mac. My general purpose text editor of choice is Text Wrangler. But, when reading this I just hit the spacebar and used the Finder's built-in preview which does colored syntax highlighting for code.
I exclusively use ed. the standard unix text editor.
Sublime Text is by far my favorite, both for code and data manipulation.
I have been using Epsilon for most of my professional career, Sublime is an excellent choice, in fact I LOVE its heuristic text/file searching function. Notepad++ is surprisingly full-featured.
